Research On Government Executive Force In Yizheng Z Town

With the gradual deepening of social and economic development and administrative reform, the community’s concern for the government to implement the force continues to improve. The central government mentioned in the report that to improve the government’s execution of multiple high performance and strong execution has become the goal of governments at all levels. Township government as the country’s most grassroots political power,directly faces people in rural areas, taking charge of the arduous task of the new rural construction, which is directly related to the execution of the effective implementation of public policy can directly affect the masses of the party under a series of evaluation and the government. Therefore it is important to analyze problems and research township executive power and to find effective ways to improve the execution of the township government under the new situation of rural construction and advocacy to improve the governing ability.This paper describes the background and significance of the study, analyzing domestic and international research review, and then discusses the relevance of basic research and theory and research. Then according to the general constitution of the township government executive power itself down to its policy guidance, execution environment carrying capacity, supportive resources for implementation and enforcement of the five elements of cognitive objects, these elements interact with each other. Each constituting force has a specific role. The lack of any "force" will affect the play of the township government executive power. Then we analyzed the Yizheng Z Town government executive power and presented weak formulation, execution and strong, broad executive body, the limited resources for implementation, complex environment and so on. Z town government executive power in general gradually improved, but many lack of Z Town execution still exists. From the township perspective, the main guiding force embodied in the policy itself flawed. There is inadequate implementation of the main execution, execution supportive resources shortages, inadequate implementation of environmental carrying capacity and limited cognitive object is performed. For lack of execution problems mentioned above, we analyzed from the policy itself, the executive body, sources of finance, cost of implementation, enforcement mechanisms, such as the implementation of an object point of view of its causes. Z town government only allows the execution of various poses force being improved in order to enhance the Z town government execution. So it is the reason for the lack of Z town government and its execution. We proposes the following methods: first, to improve the quality of policy formulation enhance policy guidance force itself; second is to improve the access standard administrative staff, quality training to strengthen the implementation capacity of the body to enhance the implementation of executive power body; third is to optimize building mechanisms, in particular, to improve the financial mechanism, supervision and accountability mechanisms to incentive and enhance the implementation of supportive resources; fourth is to regulate the rational allocation of rights, to cultivate the culture of execution, the execution environment to increase carrying capacity; fifth is to strengthen the quality of peasants’ training, to strengthen the implementation of the policy object cognition.
