Public Policy Execution Promotion Of Township Government Research

As one of the lowest levels of local government organizations in Chinese administrative system settings, the township government performed the central and local policy and resolution, which was the ultimate goal of planning and organization, planning and constructing "Five in One Building" as policy makers. Township government policy implementation was a key link in the system of policy implementation, which was the core elements of the township government.This paper, which did research on Chinese township government policy execution, tried to examine public policy execution promotion of township government by using the principal-agent theory from the perspective of the policy implementation body. First, the paper introduced the connotation of the principal-agent theory and public policy execution and policy implementation of the main and other related concepts, analyzing the origin of the formation of the township-level principal-agent and agency problems. Second, with some typical villages and towns and specific policies, the paper analyzed the township government policies ineffective implementation in performance:the absence, the offside and the dislocation in implementation of government policies.Third, the paper analyzed reasons of the enforcement from the executive main body:the enforcement mechanism and methods, the environment, resources and behavior deviation that produced by interest demands.In the end,the author suggested some countermeasures to enhance the government execution in China:optimizing the execution environment of the township government, improving the government’s interest integration mechanism, strengthening accountability monitoring and performance evaluation mechanism, intensifying the implementation of the main qualities and abilities, strengthening policy awareness and the government credibility.
