Study On Protection Of China’s Overseas Interests And Relevant Capacity Building

At present, China’s overseas interests are expanding with unprecedented speed and huge scale in the world, which is the natural result of China’s active participation in global affairs. Effective expansion and protection of China’s overseas interests have great influence on China’s peaceful development and dealing with the relationship between china and the world. However, China lags behind on the protection of overseas interests. Therefore, this paper focuses on Chinese capacity-building on the protection of overseas interests.The first chapter focuses on theoretical aspects. It begins from the definition on national interests which the overseas interests is derived from. To be exactly, the overseas interest is part of national interests and involved with times. Then the paper comes to the section of protecting overseas interests. Although the protection ways and objects are different from states to states, the great impact of overseas interests to national development cannot be ignored.The second chapter puts emphasis on the connotation, current condition and features of China’s overseas interests. With globalization and China’s rise, the overseas interest is the main component of China’s out border interests. Generally it includes economic side like trade and investment, security of overseas citizens, supply of overseas energy resource, international recognition and so on. China’s overseas interests involves with times and China’s development which is extending dramatically. Besides, it has high sensitivity and heavy dependence, which should be clarified especially on protection of China’s overseas interests.In chapter three, the core is accessing the current situation of China’s protecting overseas interests. There exist risks on sides of overseas economy, security, polity and culture from international environment and regional surrounding. At present China mainly adopts different ways to protect overseas interests, for example participating in international mechanisms, using of military power and constructing international recognition. From some cases we can explicit and evaluate China’s ways of protection and summarize the deficiencies according some standards.Finally the correspondent measures are suggested to protect China’s overseas interests in chapter four. Overseas interests protection ability building mainly based on others’successful experience and China’s deficiencies. At first, Chine should change the strategic concept about China’s overseas interests and protection. Secondly China should improve the mechanisms and measures including promoting legal system, institution and policies, integrating non-governmental actors and developing military powers. Lastly China should strengthen international participation including establishment of international recognition and promotion of internationally institutionalization in detail.
