The Study Of Chinese Overseas Interests Protection With The Participation Of Sub-state Actors

It is necessary for a rising power to maintain and expand its overseas interests.In the background of Chinese overseas development,the current situation of protection of overseas interests,and the pluralist theory,the study justifies the urgency and necessity of overseas interests with a concentration of sub-state actor.By concluding the lessons of the American experience of maintaining and expanding overseas interest,the study points out three elements of sub-state actors' participation in the protection of overseas interests based on Shanghai,Jiangsu and Gansu:international environment and legal basis,policy space and the boundary of the central limitation,as well as willingness and capacity,to put forward policy advice of constructing "the new model of protection system of overseas interests with Chinese characteristics" and "the protection system of Chinese overseas interests with the participation of sub-state actors".
