Why Turkish Way To Join The EU Is Long And Steep?-the Study Of The EU-NATO Relationship

The European security situation deteriorated when the Cold War began.National security interests became western European countries’s decisive factor for policies making.Going through the failure of building European self-defend system,western European countries finally decided to follow the steps of the US.North Atlantic Treaty Organization (NATO) set up in1949.Under the direct support of the US and the leading force provided by France and German,western Europe began the process of integration.Then Turkey become a member of NATO and started to chase its goal of integrating into Europe.At that time, the relationship between Turkey and European Community(EC)was in good condition.The US showed no interests on this bilateral relationship.The bilateral relation of EC and the US was governed by the US.EC and NATO had not gone into partnership yet and had their own way in the long course of their development.After the Cold War，European Union(EU) has achieved its goal in economic integration and in order to increase European voice in the field of international politics,they began to chase the accomplishment in defensive force building.The multilateral relations between EU,Turkey and the US changed.By analyzing the interaction of these there actors,the adjustment of American European policies and the change of transatlantic relations can be revealed.During the past half-century,Turkey kept waiting for the admission of (EU). But the EU never takes Turkey seriously and always dishes its hope when Turkey thinks it having the possibility of being a member of the Union.The reason why Turkey can not get the goodwill of the EU is a confluence of factors including the history between counties,the economy development level,the political democratization level,the religious belief and so on.Aside from these factors,the partnership between Turkey and the US is anther core cause of the uncertain altitude showed by the EU.For most European states,turkey is absolutely an unwelcomed friend,but they have never clearly expressed their antipathy.they do not say yes,but also there is not a resolute reject.This ambiguous altitude is decided by the importance of turkey’military power and its geographic value in the building self-defense system of EU.After the Cold War,the US has made great efforts helping Turkey being a part of EU.Outwardly this conduct drove by the closeness of the two countries,but actually it is decided by American national interest and diplomatic strategy.And it reflects the coherent trend of American policies to the EU.Because of the great achievement EU got in economic area,The EU became a competent competitor of the US.Being afraid of having a stronger threatener of its hegemony,the US tries hardly to lead the EU becoming a loose big and ponderous union.Especially in the military area,the US dose its utmost to keep the status of NATO as the European protect umbrella.Because the longstanding crux remains in the reconstruction of the Transatlantic relations after the Cold War.The United Sates did not change its self-definition as the protector and balancer in European area.The US lead the persistence of NATO and kept it as the tool to exercise the influence upon European states.NATO is the pillar of European security protection.The current building procedure of strategic partnership between the two organizations is a means of US to restrict the development of EU’s defense buildup.Because the internal and external limiting factors,it will take EU a long time to accomplish the goal in European defense area.Facing the existing and insidious dangers in European district,EU can not do without NATO’protection.So,before the reconstruction of Transatlantic relations is completed,EU will be incapable to change its unequal position in the partnership with NATO.
