Abstract:Has been under our existing social system, most of the institutions engaged in business activities, but on the operating system and personnel management, the identity of the person implementing a business unit management. With the strategic adjustment of China’s economy, there are already a large number of institutions were restructured. Recalling these restructuring work, we see the results of the reforms achieved, but also revealed many problems, especially the problem of rehousing workers. Workers can not simply depend assets to be disposed of economic rationality and, therefore, how to dispose of workers has become a social problem, it will affect the establishment of a harmonious society.In this paper, GD Institute of restructuring were analyzed, hoping to explore a public institution to a modern enterprise system, the process of changing aspects of a staffing clear the road. In this thesis, the problem of the placement of workers in the restructuring of public institutions in the research background, the relevant theoretical basis are introduced.In reference to the theory on the basis of existing research, combined with workers locked theory, social theory people assume that relevant research results, hierarchy of needs theory, the use of empirical research methods of questionnaires and interviews to GD institute an example case study. Institute for the problem and placemen of workers in ideological issues, capital restructuring, and other aspects related to policy formulation is given in terms of policy advocacy, specific work operations and employees after the restructuring measures such as skills training, placement of workers and the government to improve the problem supporting measures.
