Study On The Information Discloure Strategy In The Public Crisis Management Of China

This paper main use standard analysis, comparative analysis, case study analysis and game theory analysis to analyze the factors those affect the choice of different information-diffusion in the process of public crisis administration in China, through a comparative analysis of the different results of different information-diffusion, then tell how to maximize the social revenue by choosing the right information-diffusion strategy. In general, this paper carries on the research from the following aspects:Firstly, I defined the concept of crisis, public crisis, public crisis management and so on. And also introduced some related theory about public crisis management, to make the basis for the following analysis.Secondly,by using game theory matrix to analyze the prisoners'dilemma between the government and the medias.As we know, the prisoners'dilemma theory is mainly about the conflict between collective sense and individual sense,after analyzing the government'reason of choosing different information-diffusion strategy,we can come to the conclusion that what the right information-diffusion strategy is.At last, on the basis of the specific situation of China, and also learn the advanced legislative skills and expriences from abroad, this paper proposed the corresponding countermeasures to improve the management ability of crisis information of China,such as: enhance reasonable law system for opening the ceisis information; perfecting the indicators for performance check and building up a scientific system of performance evaluation; establish a specialized body for the management of public crisis information; establishing the mutual reaction with medias.
