Since modern times, the light punishment becomes the trend of world punishment and on the sort of penalty; freedom penalty punishment and physical punishment gradually replace life and occupy the center of the penal system. On the understanding of the function of criminal law, the punishment is no longer simply considered to be tools to punish criminals. People give punishment to punish crime and to punish offenders in engineered to keep their return society. In the face of the insufficiency of traditional prison execution, western countries continuously reform and innovate the penal system. The way of penalty and the situation of criminals become more and more humanity and civilization that is the salient features in the development of punishment of modern times. Community correction system in this context is a new way of dealing with the criminals and it appears just in this background. As a kind of special community correction system in our country, it appears in recent years. The author researched the community correction work in her own hometown, J city, and in this paper presents the current work situation. There is no denying that the community correction system has brought the transition of the traditional criminal law concept, enrich the content of the non-confinement penalty execution, played a non-confinement penalty in the positive role of education reformation, promoted the community inmates return society, and achieved good legal effect and social effect. Because of the J city community correction started relatively late, however, it is still in its infancy, and many existing problems in the actual work are restricting its thorough development. In this paper, the author enumerates three current main problems, and makes use of their limited knowledge in combination with the domestic and foreign experience and Jinzhou city community correction work on the basis of actual situation and proposed some Suggestions for solution.
