Ocean Energy Management System Design

Ocean energy is contained in brine, the natural renewable energy ofocean, mainly includes the tidal energy,ocean current energy,waveenergy,osmotic power,temperature difference energy.The global oceanenergy is76.6billion KW in the theory.The development and utilizationof ocean energy has become the important strategic choice of manydeveloped countries and some developing countries.The development andutilization of ocean energy is not only the intrinsic demand to carryout the scientific concept of development，but also the inevitable choiceof construction of economical society and environment friendly societyin the21st century.However,in terms of relative to other renewableenergy,the development and utilization of ocean energy is still in thebackward level.This paper summarizes the problems of ocean energymanagement in our country:The current management system is not conduciveto the oceanic centralized management,the deficiency of legal policyand analyzed the cause of the poor interoperability of the total targetlegal system,the market access legal system,the legal system of economicincentives,the legal system of special funds.Based on a careful studyof these problems and combined with the actual situation at the presentstage in China,this paper put forward the measures of ocean energydevelopment and utilization:Perfect the supervision system of oceanenergy development and utilization,establish policy formation mechanismand policy framework,management in accordance with the ocean energydevelopment and utilization.
