Research On Chinese Subsidy Policy For Renewable Energy

Because the traditional energy is inadequate and harmful to the environment together with the increasing need for energy in our production and daily life, the renewable energy increasingly attracts every country’s attention. How to develop the renewable energy industry becomes many countries’ urgent matter. Several methods including administrative, economic and legislative methods are applied to the development of the renewable energy according to their practices. Among these methods, fiscal and tax policy which contains subsidy policy is applied widely and skillfully. Therefore, it is significant to make research on the fiscal and tax policy and make full use of it. This paper focus on the subsidy policy by taking example of German and American practices, finally leading to the proposals to improve our subsidy policy.This paper is divided into five parts to make research on our subsidy policy for renewable energy.The first part illustrates the legal concept and the development situation. Based on the earliest international concept, our legal concept of renewable energy is discussed clearly, which focusing on the attribution called renewable. It represents the development situation of the renewable energy by describing every kind of renewable energy.The second part illustrates relative provisions in WTO about subsidy, ranging from theoretical study of subsidy to the notion of renewable energy subsidy specifically.The third part illustrates the legislative situation of our renewable energy and analysis of our subsidy policy. From the perspective of the case between China and America about subsidy for wind power equipment, it analyses our law and provision system of the renewable energy, and discusses the necessity of our subsidy policy.The fourth part illustrates the merits of German and American subsidy policy for the renewable energy.The fifth part makes proposal to improve our subsidy policy.
