At present the group events in China has the characteristics of sudden outbreak anddifficulty to accurately predict. In recent years, a considerable proportion of massincidents were triggered because the conflict was not resolved reasonably in the moment.The different nature of the group events has different characteristics in different stagesbut their common point is sudden and harm to society. The government must improvethe management level and the emergency response to incidents in order to guarantee thelegitimate rights and interests of the people and create a harmonious and stable socialenvironment. Moreover the government needs to make effective prevention,management and disposal of all types of mass events.How to establish and perfect theemergency management system in city group events has become an important researchtask for the government to maintain social stability and political stability.Taking the status of the group incidents and the emergency management system ofthe M District in Y city as an example, this paper analyses in-depth the existingproblems and the causes of the emergency management system of mass events in china.Then I put forward my proposals to perfect the emergency management system of thecity community in three aspects. Specifically, the government should establish theemergency management plan system; the financial security mechanism needs furtherimprovement; the government should make construction of multi level emergencymanagement agencies.
