The Chinese government pay attention public opinion for many years, civil servants listen to the individuals carefully and positively response to them. And the government put the interests of the people on the top of their work. With the development of scientific technology, the popularity of the internet used, and the internet has some features such as openness and low barriers to entry, some individuals began to put the social really things onto the internet. Internet users can use some public communication tools like public forums, news sites, public post bar, blog (including micro-blog); and other specific space that focus on groups, like QQ space, BBS, baidu Post Bar. In the terms of advanced internet technology, people can express and communicate demands. Internet has gradually become one of the most important channels for people to express their interest demands. Public opinion began to appear on the internet.In recent years, with the development of network public opinion, the enthusiastic of public participation is rising. The importance of network public opinion must become one of the most important aspects of our government’s work. Internet has been irreversibly changed what is deep into the breeding and development of various social phenomena, social issues and the process of social events. The special feature of the network makes the network public opinion develop rapidly, and the effects may cause blowout anytime. Under this background, the paper combined with some researches of our country’s internet public opinion. And it comprehensive analyzed the stage of the evolution of the network public opinion, and it proposed four processes for evolution of network public opinion:formation stage-rising phase-fluctuated phase-recession or quiet phase. This paper analyzed the causes and manifestations of each major phase of the network public opinion, and according to the characteristics of evolution of network public opinion it gave some advice to government to develop coping strategies. Government can change the concept to respond the network public opinion, and increase the control of it. Government should give full play to the positive effects of network public opinion.
