Research On The Relief System Of Adverse Drug Reaction Damage

The medicine is a means to treat the disease, with the adverse reaction following as the shadow. Adverse drug reactiong discussed in this paper is caused by the qualified drugs in normal usage and dosage, and unrelated to the purpose of medication.In recent decades, the adverse drug reaction(ADR) caused the damage incidents occurred frequently, such as Thalidomide event, DES event,"Smon disease" events, which make people aware of that the drug may also bring disaster to people’s health at the same time. The ADR are so serious, that people ofen become disabled or get deformed, or even pay the cost of life, which makes the establishment of the ADR relief system has the necessity and urgency.Recognizing of these problems, China has formulated a series of laws and regulations to control the quality of drugs, such as "Vaccine circulation and vaccination management regulations" and "Drug Administration Law"."The measures for the administration of ADR reporting and testing" also strengthen the monitoring of ADR and played a certain preventive effects. However, there is no relief system of ADR in our country. In foreign countries and China’s Taiwan region,there are relatively perfect relief system of ADR. American pharmaceutical enterprises have been in harsh to strict product liability to the victim relief. Germany and Sweden built their insurance systems matching with the social security systems. Japan and China’s Taiwan region have established relatively perfect fund relief systems.In this paper,through the understanding of the concept of ADR and the analysis of present situation of ADR in China, problems existing will apper,as well as the significance of the establishment of ADR damage relief system. Comparative analysing of America, Germany, Sweden, Japan and Taiwan region of China’s ADR damage relief system, we summarizes the related experience. On the basis of that, we will explore the most suitable ADR damage relief system for China’s national conditions and put forward some feasible suggestions.
