Study On City Management System Reform Based On Super Ministry Reform

The reform in city management system plays an important role in reform of government administration system of China. Reforming city management system is of great significance to a city’s development and the life quality of its citizens, and is also closely related to the citizens’ personal rights and interests. In the process of economic and social development, more and more cities have been putting effort in improving the urban environment while boosting the economy. The urban management office is an important department responsible for improving the urban environment. The big-departments system, which features a reduced organization, unified functions and close cooperation, provide a guideline for the reform of city management system. This dissertation explores the reform of city management system in the city of Wuhan and introduces the contents and measurements of city revolution in this city under the circumstance of big-departments system, along with the ensuing amelioration of urban environment and the striding development.Despite of the considerable achievement of the city management reform in Wuhan, some problems still exist. Study on how to improve the city management system in Wuhan is necessary. This study helps provide some countermeasures and suggestions towards the uncovered problems in the process of Wuhan’s city management reform.The dissertation is divided into five parts:The first part is the introduction. It introduces the background and significance, reviews the present stage of the research, and enumerates the theoretical tools, the basic ideas and research content, and the creation of the dissertation.The second part reviews the origin and development of the city management system, analyzes the structure of China’s city management system and its current situation in regulation, and derives the necessity the reform in city management under the circumstance of big-departments system.The third part analyzes the requirement of the big-departments system reform to the city management. The planning and basic requirement of the city management system reform is explored, considering its existing problems and the background of big-departments system reform. The fourth part investigates the current situation of Wuhan’s city management reform under the circumstance of big-departments system, including its background, contents, and achievement.The fifth part studies the problems in the reform of Wuhan’s city management and the countermeasures. A detailed analysis is carried out on how to improve the system of Wuhan’s city management from the aspects of the mechanism and practice of law-enforcement, the training of law-enforcement officials and so on.The sixth part is summary and outlook of thesis.The author summarized the main content and main ideas of this study,and express the expectation to improve the city management system of Wuhan city.
