In order to achieve the strategic target of building the well-off society in an all-round way, and to build an administrative system featuring high efficiency, coordinated operation, and standardize behaviors, local governments in our country need to found a performance appraisal system which fit to the situation of our country. Based on the successful experiences of the West government performance management, the local government performance appraisal, as one kind of specific managerial tool, not only becomes the frontier topic of fundamental research of modern management, moreover, regarded as a new govern model, gradually substitutes for traditional Taylors-like scientific management in our country. To advance the general development of local government performance appraisal and build an integrated and normative system to appraise local government performance are the objective requirements of the socialistic market economy construction in our country.
