In recent years, a number of NIMBY with the threat of pollution projects produced from China’srapid development of modern cities, such as waste treatment plant, substations, sewage treatmentplant. As affecting the surrounding environment and the interests of citizens, they suffered frequentviolent forms of resistance and opposition like citizen "walk", and project decision lacked ofnormative and effective participatory processes. Meanwhile, the rise of networked governancerequires government and citizens having the responsibility to establish mutual trust and cooperativerelations. Based on the above background, this paper researches and explores the problem of ourcitizens participating in government decision-making of NIMBY project from the perspective ofnetworked governance.This paper mainly bases on the results derived through questionnaires, such as participatewillingness impacted by individual citizens characteristics. On the basis of the network governance,information asymmetry and the theory of participatory democracy, it is combined with thecharacteristics and status of many typical NIMBY Projects conflict events. From the perspective ofnetworked governance and aiming at the main defects of our citizen participation in the currentproject decision-making such as democracy concept, information, institutional and technical, fromcognitive bias, asymmetric information, citizen participation mechanisms which is not mature, lackingof effectiveness of citizen participation ways, we explore source which caused citizen participationproject decisions NIMBY problem. Then according to China’s actual situation and the core concept ofnetworked governance, from the enhanced sense of democracy resilience establishing accountabilitymechanisms, improve information systems to enhance trust, build networks cooperation mechanisms,improve citizen participation ways and other aspects, propose policy recommendations whichimproving citizen participation NIMBY Project decision. |
