Study On The Settlement Mechanism Of NIMBY Conflict From The Perspective Of Citizen Participation

With the rapid development of economy and society of China especially the rapid advance of urbanization,the construction of NIMBY facilities based on the social public interests rises and is tending to accelerate.Due to its negative externality,residents nearby oppose it,thinking the construction will stimulate relative economy and environment problems which will bring influence to their own survival and development.The willingness of citizen participation and rights consciousness increase constantly,the opposition to the construction is mainly manifested in the nature of mass incidents,leading to the emergence of NIMBY conflict phenomenon.NIMBY conflicts in recent years shows that the number of the population,the willingness and the influence of citizen participation is increasing,which indicates that citizen participation have a positive effect on\solving the problem of NIMBY conflict.As the construction of NIMBY facilities are developing rapidly and are also at a period of rapid outburst in China,it’s a complicated process to solve NIMBY conflict.Therefore,a settlement mechanism of citizen participation is urgently needed in order to achieve the balance of interest and promote the effective solution.Based on systematic investigation and comparative analysis of relevant literature,this paper strictly defines the connotation and the extension of Citizen Participation and NIMBY Conflict,puts forward five main elements of it from Institutional Supply,information transparency,willingness to participate,participation ability and participation motivation and so on,also analyzes the basic process of citizen participation from its cause,development and outburst and disappearance.In addition,analyze the process,efficiency and the problems of citizen participation in conflict and compare the mentioned five main elements using case method by choosing Xiangtan,Maoming,zhongtai and Panyu waste incineration plant.According to the above discussion,discuss the possible existence of theoretical development direction from the stakeholders,the usage of media,coupling of nongovernmental organizations.Finally,from the administrative accountability,education training mechanism,incentive mechanism of citizen participation,information communication mechanism,the compensation mechanism for stakeholders,the paper puts forward constructive strategies and suggestions to enrich and expand its NIMBY conflict theory and hope to provide reference for effective solution to NIMBY conflict.
