This translation report is based on the second half of an annual report titled China-U.S. Trade Issues released very recently by U.S. Congressional Research Service(CRS). Despite disputes and frictions, China and U.S. are major trade partners for each other and bilateral trade, now a day-to-day concern of the mass public here in China, constitutes a bulk of the overall China-U.S. relations. Therefore,choosing this formal piece as the source text(ST) is of both practical and theoretical significance in terms of testing the translator’s ability and of bringing out the Chinese version of the report for interested Chinese-speaking readers. On another note, in translation studies, as translation of legal and business documents has much to do with non-literary translation, the rendition of this U.S. Congressional report rightly serves the purpose of further exploring into English-Chinese non-literary translation theory.The ST is a typical informative text, and an accurate transformation of its information is of first priority. In addition, the ST, as a formal report in economy and trade, bears the stylistic rules and layout of a report. Its language is concise, its statements are rigorous, and its analyses are logic. These features should be presented and retained in the target text(TT). Functional equivalence is a content-oriented and reader-centered translation theory. It is a proper theory to guide the transmission of the ST information to achieve the communication purpose.To better discuss and realize functional equivalence between the ST and the TT, analyses are carried out at the lexical, syntactic and textual levels respectively in the translation report. Under the guidance of functional equivalence, three strategies are proposed and six solutions to major problems at the three levels are provided by exemplification in this translation report. It is hoped that these strategies and solutions would be of some help in translating economy and trade reports.
