| It was a changeable period from 1944 to1946 that the war in Europe during World War II was coming to an end, the United States and the Soviet Union would transfer their strategic vision from Europe to Asia. Meanwhile, the USA and USSR relations from alliance in wartime gradually led to confrontation, and eventually evolved into a cold war. Under such a international background, the CPC made adjustment to diplomatic strategy for their own interest by using several changes of the USA and USSR policy towards China in this period. The CPC practice in foreign relations had a profound impact on its future destiny. This paper is divided into five parts to explain the reasons and process of the CPC’s diplomatic strategy changing, as well as features and influence of diplomatic practice.The first part: As Europe theater entered the strategic offensive stage, the USA and USSR has transferred strategic focus to the Far East. The CPC analyzed the international situation correctly and grasped the changing situation that the US was discontented with the National Government’s military debacle in center stage battlefield, as a result it accepted some suggestions from diplomat who advocated developing friendly relations with the CPC and sending the U.S. Army observe group to Yan’an.Although American attitude to the CPC and Chiang Kai Shek’s China policy has not been fundamentally changed, based on semi-official relations with the US, the CPC has not only gained diplomatic experience, but also understood the essence of foreign policy towards China.The second part: With the changes of the international situation, the US has adjusted its policy on the CPC, and foreign policy on allying with the USSR has been established at the 16 th NCCPC. The US reached a consensus with the USSR on China policy in accordance with Yalta Agreement and strongly contributed to sign Sino-Soviet Treaty of Friendship and Alliance. In this treaty, the USSR recognized that the National Government was the only legal government in China and ensured not to support the CPC. Therefore, the USA and USSR cooperation resulted in the CPC found itself in an isolated position. Faced with such an unfavorable international background, the CPC proposed a diplomatic strategy named “utilizing contradictions and self-relianceâ€, which helped struggling out of the trouble.The third part: The USA and USSR has reached a consensus on China Policy, it was however broken by their contradictions. By utilizing their contradictions, the CPC came out from the isolated state, won a place in the Northeast and gained an strategic advantage. After gaining victory in the northeast, the CPC moved towards a path of developing a friendly relationship with the USSR, while taking confrontation with the US.The fourth part: During this diplomatic practice, the CPC has made correct diplomatic strategy and reflected the flexibility, practicality, self-reliance and self-centeredness of foreign policy.The fifth part: The diplomatic practice of the CPC exerted a profound impact on its development. The favorable international situation, which has increased the strength against the KMT, and has laid an important foundation for its future diplomacy, namely developing a friendly relationship with the USSR, while taking confrontation with the US. Struggling with the KMT, and the USA and USSR promoted the CPC towards the national and the world stage. |
