Cultural policy as an institutional criteria of culture and policy reflect both the state’s will-power and the interests and guide the cultural development through its dominance. And the government made cultural policy for supervision and guidance all the time, so these, the form of cultural system as well as the alternation of literature and art movement or artistic ideological trends and the change of art transmitting, are hardly irrelevant to the rule, regulation, standard, demand in the policies.This paper from the function of cultural policy to art exhibition analyze the material and spirit of art exhibition and the promotion to economy and culture and aesthetic appreciation. Illustrating the influence of western artistic ideological trend and the contemporary circumstance and art of twentieth century, it indicates that art exhibition was viewed as the effective ways to Chinese art modernization and art education popularity, even eliminate Chinese national crisis. Beside, on the ground back of the process in art show interacting with cultural change, it explains all kinds of cultural policy which had controlled and normalized the exhibition in Republican period as well made the concerned guidance, support and adjustment, including the art criticism of artists, the organizational regulations of art group, the terms of governmental department and the rules connected with literature and art. After the think deeply on the art exhibition in Republican period, the paper sums up the ’two-way flow’ relationship between cultural policy and art exhibition. arguing that the key cultural policy impacting on art exhibition should get the balance and need to conform to the trend of the times and the law of cultural development. Moreover, it provide significant referrals and has great implications to policy maker nowadays.
