Song Dynasty is the critical point of ancient city development. During that period, fairs expand and lay solid foundation for formation and development of towns. In Northern Song Dynasty, fairs expand all over the country as well as in Chuzhou. And the relocation of capital, with the moving of political center in China, lift a proportion of fairs to towns. In the meanwhile, moreover, Longquan kiln developed so fast as to towns in Chuzhou feature a distinctive ceramic handicraft.Based on previous studies and archaic literatures, the paper takes induction method, historical method and qualitative analysis and quantitative analysis methods to description the number and distribution of towns in Chuzhou. And the formation and development of towns in Chuzhou are investigated in term of natural and human factors. Then, summarized the characteristics of towns in Chuzhou:1.The number of town is small; 2.The distribution of town is unbalanced; 3. The standing of town is changing frequently; 4.The town often besides roads; 5.The town influences by the national policy easily. Towns in Chuzhou develop fast on account of social changes and the Longquan kiln development. The standing of town in Lishui has declined because of change of dynasties、decline of Longquan kiln and restriction of geographical environment. To explore the cause of the fall of the town, the main is strongly influenced by policy factors.
