Without employee’s support, it’s hard to an organization to acquire great achievements and innovation. Thousands of researches have proved that employee’s voice behavior has many advantages for group development. Comparing with west countries, which have rich theories about voice behavior, it’s worth exploring and digging theories in East like China.There are two studies in this research. In study one, we did an interview outline about voice incidents in work, then we talked to 36 employees from different companies and summarized 20 items. Next, we tested 262 to ensure validity and reliability. Through to giving out questionnaires in the southern of Jiangsu Province in China, in study two,we sampled from 453 staffs and their immediate superior matching group in those regional organizations, and we used data analysis methods of hierarchical regression to process datum. The results showed that conciseness, management openness and organizational identification had positive relationship with voice behavior respectively, and voice motives mediated this process. The negative correlation between those three factors and silence behavior also be proved. But the mediation of voice motives in this process didn’t work.The article also discussed the significance of the results and future research.
