Huan-Qing Lu, which was one of the four Shuai Si Lu set up in year of QingLi. Its geographic scope included QingYang at eastern Gansu Province and parts of northern ShanXi Province. This area is the very frontier of war zone between Sung and Tangut, which has an important strategic position in wars. Huan-Qing Lu and several other Shuai Si Lu constructed Sung’s northwest defense system. This paper is divided into four parts.The first chapter is the establishment of Huan-Qing Lu, which expounds the Huan-Qing Lu was established in the first year of QingLi and its local government was fixed on Qingzhou including its jurisdiction. This chapter also describes the Huan-Qing Lu’s geography, traffic and its relationship with Mount Heng.The second chapter named Huan-Qing Lu’s countermeasures to Tangut discusses countermeasures implemented by Huan-Qing Lu’s highest executives, which changed with Song’s strategic alteration and Huan-Qing Lu’s status. The third chapter named warfares on Huan-Qing Lu gives studies about large and small battles which occurred at Huan-Qing Lu and discusses the distribution of warfares and change of warcraft. In addition, this chapter also analysises through the case on minority groups and makes a guess about fort group operational mechanism. The fourth chapter named Huan-Qing Lu’s geopolitical strategic relationship with Fu-Yan Lu and Jing-Yuan Lu discusses three Lus’strategic position in northwest war zone and their interaction when wars broke out.
