Based on the formation and development of cultural industry park in Hebei province is still in the initial stage of development, in combination with the Hebei provincial government promote the development of park shows, on the basis of a series of questions, this article put forward the "top-down" from the point of view of public management of government driven culture industrial park development model. This model mainly includes the government in policies and the coordinated development of regional planning and guidance, optimize the environment of the park institutions and cultivate the three aspects, develops the market development.
