Study On The Influence Effect Of Cultural Industry Agglomeration On Urban Economic Resilience And Countermeasures

Enhancing the economic resilience of cities is an essential grasp for China to cope with massive shocks,prevent significant risks,and get rid of the crude development mode,as well as a focal point for sustainable development and transformation of cities,which is also the subject of high-quality economic development.Economic restructuring is the key to enhancing the economic resilience of cities,and the cultural industry is an essential contributor to economic recovery and the transformation and upgrading of urban economic structures.Moreover,the agglomeration development of the cultural industry is characterized by solid integration and innovation,high efficiency in resource allocation,and the ability to balance social and economic benefits,and thus has the natural advantage of promoting economic transformation and the potential to enhance the economic resilience of cities.In this regard,it is necessary to explore theoretical and empirical evidence on how to sustain the vital role of cultural industry agglomeration in enhancing the economic resilience of cities,investigate the various effects of cultural industry agglomeration on urban economic resilience,and clarify which cultural industry agglomeration model is more conducive to the improvement of urban economic resilience.This study first analyzes the direct effect of cultural industry agglomeration on urban economic resilience,the spatial spillover effect,and the threshold effect in 31 cities from2010 to 2020 and investigate the possible reasons for the effect.Second,the development levels of cultural industry agglomeration and urban economic resilience are measured during the 11 years.Their spatial and temporal evolution characteristics are summarized.The research objects are divided according to the east,central,and west regions for crossregional,cross-time,and cross-city comparative analysis.Again,empirical studies are conducted on the theoretical analysis with the help of the panel fixed-effects model,spatial Durbin model,and threshold effect model to verify the direct impact effect,spatial spillover effect,and threshold effect of cultural industry agglomeration,cultural industry specialization agglomeration,and diversification agglomeration on urban economic resilience,respectively.In contrast,heterogeneity analysis is conducted according to mega,mega,and large medium-sized cities.Finally,based on the results of the empirical study,countermeasure suggestions are proposed to enhance the agglomeration level of cultural industries and strengthen the economic resilience of cities.The results show that,firstly,the cultural industry agglomeration shows the characteristics of "one super and many strong" in the eastern region,"one unique" in the central region,and "a hundred flowers" in the western region.However,the fluctuation of urban economic resilience in 2018-2020 is much smaller than that in 2010-2012,which verifies the fact that China’s urban economy is the fact that resilience strong.Second,cultural industry agglomeration,cultural industry specialization agglomeration and diversification agglomeration have significant positive direct impact effects and spatial spillover effects on urban economic resilience,respectively,and there is a threshold effect of cultural fiscal expenditure.The results of regional heterogeneity show that cultural industry agglomeration,cultural industry specialization agglomeration,and diversification agglomeration have significant positive direct effects and spatial spillover effects on urban economic resilience in mega-cities,respectively;the direct effects in mega-cities are not significant,and only specialization agglomeration and diversification agglomeration have significant positive spatial spillover effects on urban economic resilience;cultural industry agglomeration and diversification agglomeration have significant positive effects on urban economic resilience in large and medium-sized cities.The direct effect of cultural industry agglomeration and cultural industry diversification agglomeration on urban economic resilience is significant and positive.The direct effect of cultural industry specialization agglomeration on urban economic resilience is positive,and the spatial spillover effect of all three on urban economic resilience is significant and positive.Finally,based on the results of the empirical study,four countermeasures are proposed: to improve the level of cultural industry agglomeration and promote the formation of a complementary pattern of advantages;to build a cooperative network of the cultural industry with collaborative governance of multiple subjects;to enhance the foresight and relevance of fiscal policies related to the cultural industry;to continuously amplify the advantages of cultural industry agglomeration and to help the sustainable development of urban economy according to local conditions.
