Discussion On The Japan ’s Understanding Of The Problems Of Manmeng In The Taisho Period

Under the influence of the Overseas Expansion theory during the shogunate period in Japan, and along with the formation and implementation of the policy of Japan in modern times and facing the changes in the international situation, the problems of Manmeng has become an issue from all walks of life in Japan to re-examine and inquiry in Taisho period. In order to solve the problems of Manmeng, the academia have put forward a variety of theories: in the circles of civil which the ronin as the pioneer planning military operations, and advocating of armed aggression; in the circles of politic which based in Ministry of foreign affairs and Japanese Corps advocate the implementation of colonial rule; and the formulation of the Full Management of railway in Manchu and Twenty-One Demands is the Japanese military aggression cooperated by the economic circles; and Japan’s press circles defend to Japanese invasion of Manchuria and Mongolia in the form of wordy so as to confuse the public. There the understanding of the problems of Manmeng in different sectors of the Japanese society in the Taisho Period was filled with the discussion on Mongolian aggression and aggressive intentions for the whole China. Although they put forward to different means on the surface such as Manmeng military strike, economic plunder or cultural infiltration and so on, but finally it is still able to reach consensus on the implementation of the action to maximize its benefits.The substance of the understanding of the problems of Manmeng of Japanese people from all walks of life in the Taisho Period is to bully the weak and on this basis to strive for partners with the stronger which to a certain extent make an influence on the policies and measures taken by the Japanese government to deal with the relationship between China and Japan. To make a proper selection of an alliance with the powers and compromise and concessions, but Japan still insist on the mainland policy by force as the backing, and formulate the policy target in aggression and expansion in Northeast China and Eastern Inner Mongolia and make the fully implementation, which its ultimate goal is not only to get rid of the powers of oppression for sovereign independence, but also on this basis to make a show of force overseas and dominate the world.
