As one of the overall urban and rural development reform pilot area, the development speed and quality of the new urbanization of Chongqing city has important strategic significance to the development of urban and rural areas in the Western. But Chongqing has the "big city, big country, big mountain area, large reservoir area, ethnic areas" characteristics. So Chongqing must start from the vast rural areas, to explore a way to improve the level of rural economic development, to break through the barriers of urban and rural construction unbalance development. Cultural and creative industry is a kind of modern industry which make full use of creative elements and cultural resources to realize value-added products, has the ability to integrate industry, employment creation and stimulating market demand.
