Developing the cultural industry has become a global trend to restructure theeconomy and improve the competition of the nation. Countrys with great economicpowers, like US, Europe and Japan, Korea and others surrounding our nation, alldevelop the cultural industry vigorously as one of the national strategic industry. Topromote the rapid development of cultural industries and make it a pillar industry ofthe national economy before2020, when a well-off society is fully achieved, has beenproposed in communist party’s18th national congress. This all suggest that thecultural industry has huge advantage both in terms of trends and policy environment.A main problem to build a fully well-off society is the countryside, for its weakeconomic base, geographical isolation and slow pace of development. However, aintegrity of characteristics of folk culture has been retained for its un-openenvironment. Thus, there is no doubt that an important new way, different from thehigh-energy consuming of industrialization, shall be uesd to help farmers becomeprosperous and to build the new socialist countryside.In this paper, painting industry in Wang-gong Zhuang, a small rural village in theeast of Henan province, has been investigated as one vivid example, to explore brieflythe role of government in cultural industry development process, hoping to providesome instructive information for the development of cultural industries in countrysideelsewhere.
