Marx’s theory of state is an important part of Marxist philosophy. Scientific and comprehensive combing on Marx’s theory of state will contribute to understanding the maturity and development of Marx’s historical materialism intensively. Marx inherits and develops the previous theories of state in the history of philosophy, criticizes capitalism and its alienation and puts forward the “alienation” of human beings from the perspective of proletariat dictatorship, and then makes the theory of state mature gradually through the theory of “Civil Society”. Marx points out that country is the product of social development and is essentially the intermediary of ruling class, which will eventually be eliminated with the digestion of alienation. In the discourse of the state, Marx’s ideology of “people’s free all-round development” moves to maturity progressively. This thesis systematically summarizes the development of theories of state prior to Marx’s, traces back to Marx’s theory of state, in turn, makes a scientific and systemic interpretation on the formation and development of Marx’s theory of state, and finally summarizes the important implicit philosophical ideology. The communist party of China has been sticking to Marx and Lenin’s socialist road, chooses the proletariat dictatorship, combines our national conditions to carry out the governing practice compatible with certain productivity in different stages of Chinese political, economic and social development. In the inheritance of Marx’s theory of state, our country perfects the socialist theory gradually, carries out governing practice activities practically and realistically, and chooses the road that accords with our national conditions. The article combs our contemporary leaders’ consistent and involving theory of state, summarizes its inheritance and development on Marx’s theory of state and then analyzes the necessity and feasibility put forward in the modernization of state governance. This new governing idea, modernization of state governing, was proposed in Third Plenary Session of the 18 th Central Committee of the Communist Party of China, indicating that China’s state theory has reached a new level, which is also a theoretical innovation of coordinate significance of in Marx’s theory of state, marking the transition of communist party of China from revolutionary party to the ruling communist party. This thesis finds out a philosophical home for modernization of state governance theory, discusses the inevitable product when state theory develops to certain phases and then puts forward that modernization of state governance is the unity of purposiveness and regularity; while(shaping human beings and) the relationship between human beings and human beings, human beings and society and human beings and nature according to the law of beauty, modernization of state governance theory promotes the free and comprehensive development of human beings. This thesis chooses the state theory and modernization of state governance as the basic research objects, points out the application and value of Marx’s theory of state in concrete practice; and based on consulting and integrating large number of documents and data, the thesis comprehensively and scientifically combs China’s leaders’ governing idea and the development of the state governance under the new situation, from the perspective of Marxist philosophy, under the guidance of dialectical and historical materialism ideology, and thus forming a relatively complete, organic system of Marx’s theory of state system, which further confirms the socialist road with Chinese characteristics. Inheriting and carrying forward the spirit essence of Marx’s theory of state will be a good model for the state governance in the world.
