In this paper,we carry out research on “Jingtingbin Uprising” with sociological perspective on the basis of the analysis for natural and social environment in Guangzong area and then disseat social forces in rural South Zhili of Late Qing Government. The late Qing society is in transformation period which is the reason why its grassroots control is out of order and deviant behaviors take place frequently. The procession of “Jingtingbin Uprising” is a typical deviant behavior which is due to lack of interaction between the government and the people. This thesis presents a case study to draw lessons from history and maintain social stability and development in transition period.The procession of “Jingtingbin Uprising” is influenced a lot by natural and social environment in Guangzong which is situated in the south of Zhili. The traffic congestion, economic backwardness, unequal distribution of land,poor people’s life in local area are the social basis of the “Kangyangchai” movement. In the late Qing society, the Baojia system collapes with the decline of the empire.Some semi-official force,such as “Tuanlian” and some unofficial forces, such as village union and “Plum Flower Boxing” play an important role in the informal social control. Besides that, the power of the church infiltrate into this area, but it’s not strong enough to make an impact.“Jingtingbin Uprising” can be brooadly divided into three phases. The first two stage of the uptising, which are from “Yangchai incident” to “cancellation of Yangchai by Wang yujun” to “the dismissal of Wei zude”, is under the control of the local government. When the goernment at the next higher level takes steps to avoid social contradictions, social control is able to act at this level, especially in the second stage.In the third stage, which is “the dismissal of Wei zude” to “Xiatousi uprising”, afer the aggravation of the situation, the Late Qing Government intervene and control the areas surrounding Guangzong. And that push deviant behavior upgrade objectively. With the “Value-added theory”, we can see that this is typical self-fulfilling prophecy by “Lable”. Adverse interaction between the government and the people makes a initial Deviant event develop into a mass of peasant uprising. This a struggle for social resources between the country’s elite and government and foreigners essentially.In time of social transformation, there are a lot of interest disputes and group affairs. When taking care of this kind of events, government at all levels especially the grass-roots government should draw lessons from history in order to guide interaction between the government and the people to the positive direction in case of deviant behaviors and maitain social stability.
