Mass uprising is a voluntarily congregate action taken by the public to demonstrate their discontent and resistance against the social reality. It is also a deviation from the established social regulation or legitimacy. The form, purpose and cause of the mass uprising in the last ten years of Ching Dynasty have been transformed with social changes. Besides the traditional forms like protests on taxes burden, suspending business, seizing rice agitation and aggregation turmoil, civilized resistance and peaceful petition have also been adopted with the rise of new social levels and new social conflict. Proper treatment to mass uprising may minimize the social problems and maintain the social stability; on the contrary, public congregate action may turn to social rebellion, which will bring a huge threat to the government. During the last ten years of Ching Dynasty, the government took the traditional action like suppression and appeasement, also applied the above two ways together to deal with mass uprising. While facing the new ones, the old ways have still been adopted. The laws and political mode of Ching Dynasty couldn't adapt to the reality, which led to the ruin of its governance.
