The world today is undergoing great changes and major adjustments. A country’s "soft power" has become an important indicator to measure its comprehensive strength. At the same time, it is the key chips between countries to participate in international competition. Cultural soft power is an important component of comprehensive national power. Soft and hard power complement each other and they are equally important. Soft power is becoming an important indicator of worldwide recognition to measure the development levels of countries and regions. It has got worldwide recognition, and has become a new field of international competition. The development of cultural soft power of Hebei province has advantages and disadvantages, and its biggest advantage lies in the resources. Thousands of years of cultural accumulation form rich and unique cultural resources in Hebei Province. Although it has not yet formed a strong cultural soft power, but there is a huge potential. To enhance the soft power of Hebei is of very important significance.This thesis is based on the theories of politics and the basic principle of Marxism. Comparative research, system analysis and literature research has been used in this paper to carry on researches and Discussions on the problems and countermeasures of the development of the cultural soft power of Hebei Province. The full text is divided into four parts.The first part is the theoretical interpretation of cultural soft power. This paper explores the basic theory of "cultural soft power" firstly, and then the paper analyzes: What is “soft power”; what is “culture” and what is “cultural soft power”. On the basis of figuring out the relationship between these three issues, this paper has defined the basic concepts and their exact connotation, scope and logical connections of cultural soft power. And it has analyzed the constituent elements, values, the Chinese features and ideological essence of China’s cultural soft power.The second part is about the current situation of cultural soft power development in Hebei Province. This part discusses in detail the advantages and achievements of the cultural soft power development in Hebei Province. Hebei province is different from other provinces and cities in its long history, its unique red culture, its colorful folk culture, its good location and good cultural development foundation. At the same time, there are some problems as in other parts of the country, Such as, cultural system innovation need to achieve a breakthrough; core values are relatively weak; the lack of cultural resources development and utilization; cultural industry development is relative lag and cultural transmission force are still weak.The third part is the reason analysis of the existing problems in the cultural soft power development of Hebei Province. This part is the difficult part of this paper, because the causes are various. There are both external environmental factors and internal factors. Such as, the imperfect cultural management system reform led to insufficient cultural creative vitality; The rapid social transformation impacts values and spiritual belief; The lack of integration ideas causes inadequate development and utilization to cultural resources; Innovation ability is insufficient, which causes the core competitiveness of cultural industry is not strong; The influence of brand is not enough, resulting in the weak culture communication ability. To correctly analyze the causes of the problems can help us find the right way of development.The fourth part is the countermeasures and suggestions on promoting cultural soft power of Hebei. Hebei is rich in cultural resources. But this is only a potential advantage. To change this kind of potential advantage into practical advantage to enhance the cultural soft power of Hebei, correct development strategy is vital. Therefore, this paper puts forward the following countermeasures and suggestions: deepening the reform of cultural system in Hebei; strengthening the practical activity of "benevolence" in Hebei; mining and combing the local characteristics of traditional cultural resources; to improve the cultural industry innovation ability of Hebei; building well-known cultural brands and so on.In short, it is an extremely complex issue to develop and promote the cultural soft power of Hebei province, which requires a full cooperation of all aspects. Therefore, we must fully analyze the causes, and explore the basic strategies and implementation paths of strengthening the cultural soft power, so as to make the construction of cultural soft power truly implemented.
