The construction and improvement of modern vocational education system is closely connected with the secondary and higher vocational education. In the economic globalization days, Public English teaching plays an important role in the development of quality education、lifelong education and the whole vocational education. Therefore, the cohesion of secondary and higher vocational education must not be separated from the smooth cohesion of the Public English teaching between secondary vocational education and higher vocational education. However, the current situation of Public English teaching between secondary vocational schools and higher vocational colleges is fragmented and unconnected. There is a lack of timely communication and organic connection between the two forms of Public English teaching in many aspects. Obviously, the smooth cohesion of Public English teaching secondary vocational schools and higher vocational colleges is not only related to the improvement of the Public English teaching’s quality during each period but also connected with the cohesion between the secondary and higher vocational education as well as the construction of the lifelong education bridge. We all should pay enough attention.Innovative point of the paper: the research analyzes the current situation of Public English teaching between secondary vocational schools and higher vocational colleges mainly from the students’ basis、level、interest、attitude and other specific learning situation of Public English.The purpose of this paper is to solve the problems of Public English teaching between secondary vocational schools and higher vocational colleges, especially the lack of Public English course, and ensure that the cohesion of Public English course between secondary vocational schools and higher vocational colleges is close、orderly and smooth, and then improve the practical efficiency of Public English teaching.The research significance of this paper is to provide a new perspective for the training mode of applied talents and theoretical support for the construction and improvement of modern vocational education system. At the same time, it summarizes the successful experience of the teaching of Public English Teaching in higher vocational colleges in the world and provide practical guidance for the teaching of Public English between secondary vocational schools and higher vocational colleges.The main contents of the paper: firstly taking Shanxi Waters Conservancy Technical College as an example, from the students’ Public English foundation, the attitude and the habit of learning English and the ability of self- learning, the difficulty of teaching materials and so on. combined with the students’ questionnaire survey and interviews with the teachers of the specific analysis of the status of Public English teaching in between secondary vocational schools and higher vocational colleges, analyzes the specific problems during Public English teaching period in between secondary vocational schools and higher vocational colleges; Then analyzes the causes of the current problems in the teaching of Public English teaching in higher vocational colleges. The use of Public English curriculum in secondary vocational schools and higher vocational colleges from the selection of teaching materials to teaching methods even the cultivation of students’ learning habits and abilities are all self-integrated, without taking into account the specific needs or the actual situation of the other part. Serious waste of teaching content and resource prevented the smooth the Public English teaching’s cohesion to a large extent; Finally puts up with several effective measures to link Public English teaching between secondary vocational schools and higher vocational colleges from the government and universities, curriculum and teachers.
