Moral ability is not only the basic quality of the individual, also an important basis which our government organizations at all levels of the selection and appraisal. At present, because of the improper use of public power and officials default fields of public administration problem of exposure, the civil moral ability has been paid more and more attention. Special group of civil servants is that they hold the power of the state is the state power of the executor, so their moral ability is very important. Good moral ability of civil servants will not only affect the image of the party and government in the eyes of the people, but also to the people’s political participation, passion and enthusiasm of influence. From a long-term point of view, this even is in relation to the stability and prosperity of the country. In the background of harmonious society in China Construction of socialism, and the whole society to vigorously carry out the socialist concept of honor and disgrace education, civil moral ability should become a model and benchmarking of the masses of the people.From the perspective of public perception, this study explore the relationship between the civil moral ability, the public voice behavior and public satisfaction. Based on research at home and abroad, we draw up the questionnaire from the perspective of civil moral ability. Through exploratory factor analysis, civil moral ability questionnaire extract responsibility, justice force, self-control, dedication, a humble heart of five factors, and get a good verification in the letter validity. In addition, this study revised the public voice behavior questionnaire and the public satisfaction questionnaire, the public voice behavior questionnaire including the promotion of voice behavior and two factor inhibitory voice behavior. Research on the formal test obtained 2071 valid samples, the sample data were processed by statistical software SPSS.Results: there are significant effects in gender, family location, occupation, age, education level and economic status and other demographic variables on public perception in the civil service ethics ability, public voice behavior; the public perception of the civil moral ability have positive effect on its advice for specific, mainly has the sense of responsibility, justice, self-control force a humble heart, four factors; the public satisfaction negatively predict people voice behavior, including the promotion of voice behavior and inhibitory voice behavior; satisfaction play a regulatory role in the public perception of civil moral ability and voice behavior between people.Finally, in this study,we discuss the research results, and put forward specific recommendations on the civil moral ability construction and future research directions.
