The Research On Policy Of Cultural And Creative Industry In Xuhui District Of Shanghai City

Promoted by economic globalization and the consumption of creativity, the culture and creativity as the core of the cultural and creative industry is developing rapidly all around the world, and has become the backbone of national economy in the adjustment of industrial structure. With its innovative, high integration, high value added of industry characteristics, Cultural and creative industry is classified as a pillar industry in many developed countries, has grown into one of the world’s most explosive industry. In China, the momentum of development of cultural creative industry is also very rapid, Beijing, Shanghai, Guangzhou, Hangzhou and many other cities have developed industrial policy to relevant development. In these areas, the speed of development of cultural and creative industries is faster than the GDP growth rate with good momentum. Located in the center of Shanghai, Xuhui District is rich in cultural, scientific and technological resources, but the development of its cultural and creative industries as a whole is still in the primary stage, it is urgent for the government to create a good policy environment to support its development.This essay is divided into five parts to analyze the development of cultural and creative industries in Xuhui District. The first chapter mainly elaborates the background, research significance, research status at home and abroad, research thoughts, framework and innovation; The second chapter elaborates the related theory research of the cultural and creative industry and policy to support the development of cultural and creative industry, laying a theoretical foundation for the later chapters; the third chapter analyses the current situation of the development of cultural and creative industry in China and Shanghai, and further the development of the cultural and creative industries in Xuhui District, and according to the investigation and study of present situation and demand of more than 80 cultural and creative enterprise in Xuhui area, summed up the Xuhui District cultural creative industry development basic situation, characteristics, we find out the existing problems in the development of cultural and creative industries in Xuhui District. The Fourth chapter studies the development of cultural and creative industries from home and abroad of Beijing Haidian District, Nanjing and Hangzhou Yuhang District,Taiwan,SOHO in New York City, London, Queensland, Seoul’s to take reference ideas, in further to carry on the analysis; In the fifth chapter, we put forward the goal and principles of the supporting policy of the cultural and creative industrial in Xuhui District, and bring up the the corresponding countermeasures and suggestions.In a certain sense, cultural and creative industries can provide an ideal development model for the industrial structure adjustment in Xuhui District, changing the mode of economic growth, with far-reaching influence to enhance the level of development of regional economy.
