National foreign language capacity is an important concept highlighted and emphasized by the United States after it suffered heavily in the “9.11” terrorist attack. From then on, the government of the United States issued a series of decrees in order to improve its national foreign language capacity to handle foreign affairs more effectively. As a world power, the United States’ movements have aroused wide attention from various countries so that many countries have begun to take measures for the development of their national foreign language capacity. China is no exception. In recent years, many domestic scholars have focused on the development of the national foreign language capacity. It is an important part of the national power, and is also an important factor to influence the national power.This paper has an analysis of national foreign language ability research status at home and abroad by the method of qualitative research. Based on the previous research, the author holds that the national foreign language capacity should be defined as the ability of knowledge processing to solve various language events, with language skills, specialized knowledge, and cultural knowledge. The specialized knowledge contains not only the professional knowledge, but also the capability to use language to learn and grasp the professional knowledge. Language events here involve things on policy, military, economy, culture and science and technology. Education is one of the ways to improve the national foreign language capacity. The author thinks that as the main way for college students to learn English, college English curriculum relates to more people and the talents it trains are closely linked to the definition and connotations of national foreign language capacity. Therefore, this paper intends to explore the principle, approach and method of college English curriculum design for improving the national foreign language capacity from the perspective of college English curriculum. And this is also the innovation of this study.In addition, this paper expounds the origin of the controversy of EGE and ESP of the College English curriculum, and discusses the respective opinions. The author argues that, the previous studies on EGE and ESP seldom approach the problems from the perspective of national language strategy. Therefore, the author respectively discusses the relations between national foreign language capacity and the three college English courses(EGP, EGE and ESP). It comes to a conclusion that EGP, EGE and ESP are three integral parts of college English curriculum system in our country, and no one can replace the other two parts as the only content of college English teaching. All the three courses are closely related to the improvement of the national foreign language capacity. Based on the above analysis, the author proposes that the state should issue the encouraging policies and guidelines to ensure the efficiency of college English curriculum. At the same time, the author thinks that it will be an effective way to promote the national foreign language capacity indirectly by the integration of teaching materials, modern information technology, curriculum evaluation system and other hi-tech based measures.
