This is a translation report for Haikou Qiongshan Tourism Development Plan (2011-2020), which is the general plan for the tourism development of Qiongshan District, Haikou City, Hainan Province in the future ten years. The author chose this translation material to study its discourse features and translation methods under the guiding of Nida’s dynamic equivalence theory. It might help to publicize Haikou’s policies for tourism development to the outside world so as to attract investment into the construction of Hainan as an international tourism island.First, the author makes an analysis of the source text’s style, that is, as a government plan, its wording is standard and plain, and it contains lots of political words with Chinese characteristics. Secondly, since it is political style, the author summarizes some translation difficulties including redundancy, sentences without subjects and long sentences with difficult structure. Thirdly, based on the dynamic equivalence theory, the author proposes faithfulness and smoothness as her criterion for translation for political texts. Last, the author makes use of various methods such as literal translation, addition, omission, transliteration and conversion to analyze specific examples.Through this translation practice, the author summarizes the most important standard of political translation is faithfulness and smoothness.
