The nation which lost their ethnic or national cultural gene is destined to declined or demised. As a part of the comprehensive national strength, strong cultural strength can not only enhance national cohesion and national identity of their people, but also better able to withstand external culture shock. Therefore, the construction of national cultural strength and maintenance of cultural safety are very important. Briefly, safety culture is the "non-threatening" state of culture. Cultural security is about national stability and survival. To safeguard the national cultural safety in the face of the impact and penetration of Western culture should become an important national mission in this new age. The cultural strategy of western countries has never relented-from cultural hegemony and cultural imperialism, "clash of civilizations" theory to "soft power", "universal value". They constitutes a very large national cultural security threats for developing countries, including China.With the deepening of globalization, the exchange of global cultural in 21st century not only facilitate the integration among different regions, ethnic, national, but also provide more conditions for conflicts and creates more possibilities for discording different geographical, ethnic and national cultures. In this context, the grim fear of violence in Northwest Frontier Ethnic Regions of China especially in some border areas has seriously affected the development of peace and threatens the stability of people’s lives and property safety and the region. Under the context of globalization, the environment of Northwest Frontier Culture of Ethnic Groups security has changed. The extremists and ethnic separatist forces colluded, combined with infiltration of extraterritorial political thought,cultural hegemony and international terrorism. They affected areas under the Northwest Frontier Ethnic cultural and religious diversity so that it make the problem more complicated. The implications of cultural security in region is increasingly prominent, dramatically highlights the cultural safety as a significant issue to our unified multi-ethnic country.Due to its weak economy, culture and relatively disadvantages, the cultural and security situation of Northwest Frontier Ethnic Regions is not optimistic when facing with strong external shocks from western culture. It is hard to resist the strong Western culture shock, maintaining regional stability ethnic. Furthermore, as an important part of the country’s overall security situation, when there is the major cultural event in the region, it is bound to affect national security overall cultural security. To preserve cultural security in the region, we should strengthen the construction of socialist advanced culture, and it is necessary to build a culture of safety warning mechanism of Northwest Frontier Ethnic Region.
