Study On Policy Innovation Of Culture Industry In Shanxi Province Under The Background Of Comprehensive Supplementary Reforms

With the coming of knowledge economy era in 21st century, culture industry, called rising industry, has brought unprecedented levels of rapid development. The important role of culture industry in development of productive forces and promotion of comprehensive national power is widely approved around the world. Under the joint action of the overall trend in the world and industrial structure adjustment of China, development of culture industry has a bearing on the industrial structure transformation and cultural soft power. As a typical base of energy and heavy industry, Shanxi Province relies too much on the single development pattern of coal sources over the years, which has severely hampered the development of her. Therefore, the transformation development is extremely urgent.In 2010, Shanxi Province became a national pilot zone for comprehensive supplementary reforms of resources and economy. She should seize this historical opportunity and carry on the industrial structure adjustment and one of the most important ways is to develop the culture industry. The formulation of the culture industry policies becomes a primary task. Under the background of pilot zone for comprehensive supplementary reforms, to formulate culture industry policies, which are not only in line with the local characteristics of Shanxi Province but also creative and innovative, and to promote the development of culture industry with the help of policies have great significance for construction of national pilot zone.Shanxi Province has not only abundant "hidden resources"----coal resources, but also inexhaustible cultural resources. This paper analyzes the culture industry’s comparative advantage by comparison with the important role of coal resources in development of Shanxi’s economy and society and explores the relationship between development of culture industry and comprehensive supplementary reforms under special background of construction of national pilot zone.For decades, Shanxi Province has introduced many feasible policies and made some achievement to promote culture industry. However, the development of culture industry in Shanxi Province is still faced with some problems. The reform can not be accomplished at one stroke and the goal of strong cultural province can not be reached in a few years either. Efforts should be concentrated on formulation of culture industry policies to build up robust culture industry in Shanxi Province under the historical opportunity of construction of national pilot zone. One of the main characteristics of construction of national pilot zone is institution innovation. This paper focuses on the research of institution innovation in culture industry in Shanxi Province under the background of comprehensive supplementary reforms and proposes some suggestions on policies:changing the concept, deepening system reforms, innovating in economic policies and talent mechanism, promoting industrial integration and encouraging the enterprise independent innovation.
