In the early years of the Cold War, Winston Churchill who was known as a "Cold Warrior" has gradually formed an idea of easing the tension of Cold War following the change of World Situation. This idea was revealed on Churchill’s speeches in 1950 and 1951. When Churchill was back in power, he has visited the Washington twice in order to realize the idea. However, he set aside the idea because of the escalation of Cold War tensions and the negative attitude from the United States and the Soviet Union. The leaders of these two great powers showed the attitude of peace after Stalin’s death, Churchill thought it’s the right time for a summit between great powers to discuss the easement of of Cold War tensions. For the purpose of the negotiation with The Soviet Union, Churchill had to win the agreement of the Americans and the French, but he failed in the council of the foreign ministers in Washington and the summit meeting in Bermuda. Churchill decided to meet with the Soviet leader Malenkov alone. In July 1954, the Soviet Union put forward a foreign ministers’ meeting to discuss the European security and German reunification, Churchill was forced to withdraw his proposal of a summit between Britain and the Soviet Union. In August European Defence Community was refused by the French National Assembly, with the hope of meeting with the Soviet Union in better position bursting. Therefore, Churchill wasn’t able to realize his plan of a summit between Great Powers before his resignation.
