Creative industries is an emerging industry which combines the modern industrial civilization with the artistic creation based on national or regional cultural cornerstone. It began to flourish in the developed world in the1990s. Currently, the added value produced by Beijing’s creative industries have increased from$81.21billion yuan in2006to240.67billion yuan in2013with an average annual growth rate of16.79%which is3.46percentage points higher than the average annual growth rate of gross regional product Beijing over the same period. The proportion of industrial added value in the city’s GDP has rised from10.0%in2006to12.3%in2013with a total increase of2.3percentage points, which shows a strong growing momentum and a powerful stimulating effect. In2013, the revenue of Beijing creative industry reached1.166trillion yuan, being the second largest pillar industry only to the financial industry. However, Beijing’s creative industries face a number of problems in the accelerated developments, and the current domestic and international research on the creative industries mainly focus on such aspects as the industrial clustering, competitive analysis and business model innovation. So the performance Study on sub-sectors of creative industries and the empirical analysis of market power hypothesis as well as of efficiency structure hypothesis from the perspective of market structure are relatively rare. Thus this paper will use the quantitative data and modeling to analyze the effect on industry performance produced by such following aspects as the industry concentration, the proportion of industrial added value in that of creative industries accounted, the pure technical efficiency as well as the scale efficiency impact.Based on the theory of industrial organization, this paper will make analysis on creative industries from such four angles as connotation, features, influencing factors, the value chain with "Market-Power Hypothesis" and "Efficient-Structure Hypothesis" as a starting point. At the same time an analysis on Beijing’s creative industry structure will be conducted from following three dimensions like the overall operation of the industry, the status quo of major industries as well as the industrial structure deviation. The added value and the revenue of the software, networking and computer services industry take up the biggest proportion among all Beijing’s creative industries, which therefore can be used as a representative example to estimates the industrial technical efficiency from2006to2013, the pure technical efficiency, the scale efficiency and its stage (increasing returns to scale or decreasing returns to scale) with the help of data envelopment analysis of BCC model and thus make research on the relation between Beijing Creative Industry structure and Performance from this starting point and finally draw a conclusion that the excess profits of creative industries are obtained not through market concentration but through industrial efficient business model."Efficiency-Structure Hypothesis" also provides Beijing’s creative industries’ policy making with a theoretical basis. In response to the problems mentioned above, this paper concludes with some political suggestion for the sustained and healthy development of Beijing’s creative industries from such perspectives as investment and financing, intellectual property protection, the creative personnel training as well as the establishment of public service platform.
