In recent years, China’s development has incontrovertibly played an indispensable role in globalization of world economy. Chinese leaders pursue ecological civilization policies; make efforts to improve the quality of urbanization, at the same time, center on human beings as well as improve people’s livelihoods, try to make cities more livable. The publishing of Chinese Human Development Report of 2013 has played a unique role in helping the United Nations Development affecting China’s policy making. The author selects the report as a translation project, trying to have a comprehensive and systematic study.The translation of political texts is taken as research object in this project report, which relates to not only the translation skills but also concerning knowledge of sociology and linguistics. The translated text is expected to be acceptable for the target readers and, furthermore, play a role in the external communications. The major difficulties and issues appear in the translating course can be mainly divided into three parts, covering the translation of vocabularies with Chinese characteristics that repeatedly used in the source text, the translation of sentences such as long sentences and none-subject sentences, and the translation of coherence at textual level. The focus of this report aims to solve these problems. Accordingly, combined with Skopos theory, the report aims to analyze the reasons, to find solutions to these problems. Through practice of the translation project, the author summarized the relevant translation skills, in order to make an attempt to explore the general methods applicable to such type of texts.
