With the in-depth development of economic globalization, world multi-polarization,culture increasingly becomes the core element which controls state power relation, plays amore and more important role in the contest of comprehensive national strength. Since thereform and opening up, China’s economy goes out of the country, at the same time, Chineseculture also gradually moves towards the world. Facing the new situation of culturalexchanges throughout the world, promoting Chinese culture to go out, taking major issues ofexternal cultural exchanges into consideration and discussing countermeasures of Chineseculture going out have important theoretical and practical significance in enhancing Chinesecultural soft power and international appeal.In this paper, Scientific Outlook on Development-oriented, supplemented by literatureanalysis method, comparison method, historical method and multi-disciplinary comprehensivemethod, according to the specific conditions of our country at this stage of development ofculture, summing up cultural output experiences of developed countries, put forward thecountermeasures of promoting Chinese culture going out, based on analyzing goodopportunities and tough challenges of Chinese culture going out, and achievements andexistential questions systematically.The first chapter is the introduction, expounding mainly the selection background andresearch significance, research status, research thoughts and research methods, main contentsand main views, research difficulties and innovations.The second chapter mainly expounds the connotation of culture, Chinese culture,discusses Chinese culture going out and focuses on the importance of the Chinese culturegoing out in building socialist cultural power, enhancing China’s cultural soft power,improving the image of our country, maintaining national cultural security and culturaldiversity.The third chapter introduces cultural output of developed countries, explores thereference to china. This chapter takes America, France, Japan and South Korea’s culturaloutput as an example, and summarizes successful practices in cultural output and culturalspread in these countries. These countries have focused on the government guidance in themanagement and policy, and have accumulated useful experiences in increasing investmentin cultural industries, refining cultural value, placing great importance on the application ofhigh technology and exploring international cultural market, attracting and nurturing talents. The fourth chapter expounds opportunities and challenges which Chinese culture goingout faces since reform and opening up. Chinese culture going out is facing great opportunitiesfor the international open environment, the world attention of Chinese peaceful rising, theincreasingly strong economic base and the strategy support of cultural power, while alsofacing serious challenges of the mismatch between Chinese culture going out and China’sgrowing international status, misunderstandings, the pattern of public opinion, internationaldevelopment and competition of cultural resources.The fifth chapter analyzes the achievements and problems of Chinese culture going outsince reform and opening up. Since the reform and opening up, China’s culture going out haswent through the recovery and development stage, and achieved achievements in culturaldiplomacy, external cultural trade and cultural exchanges. However, Chinese culture goingout also has problems, such as the weakness of regulation by policy, the lack of regulation bymarket, the effectiveness of cultural choice, the shortage of talent support and etc.The sixth chapter focuses on the countermeasures of Chinese culture going out.Construct the countermeasure system of Chinese culture going out on basis of opportunities,challenges, achievements and problems analyzed above: the government support is thesecurity of Chinese culture going out, making full use of channels is the thrust, cultural tradeis the carrier, public participation is the basis, cultural self-reliance is the groundwork, thecultural content is the key.
