The Pension Problem In Gansu Impoverished Areas On The View Of Ethics

As China is aging rapidly nowadays, pension issues has aroused the concern of the whole society in the socialist construction focusing on the improvement of people’s life, especially the pension problem in rural China, a highlighting issues that has a direct impact on the construction of a harmonious society. With the double-quick urbanization course, the rural pension issues are becoming more prominent. This paper focused on the rural pension issues in Gansu impoverished areas, the prime battleground for the national poverty alleviation program. On the view of ethics, by reference developed countries’ experiences on "House-For-Pension" pattern, with analysis of the background and current situation of Gansu impoverished areas, based on the latest relative policy and data, by means of multiple pension solutions at home and abroad, it pointed out the pension difficulties and problems which Gansu impoverished areas were faced with and proposed the solving methods to complete and perfect the construction of rural social old-age security institution. The paper concluded that the government, enterprises and people should play their respective role to solve the root causes of pension issues, to guarantee the implement of the elderly-care policies using the counterpart laws and rules, to maintain the farmer’s legal rights and interests on the basis of principal of fair and square, to extend the coverage of pension insurance, to increase the intensity of pension insurance promotion and farmer’s insurance consciousness, to realize the co-existence of medical insurance and the minimum wage. It also encouraged the transfer of labor from impoverished areas to boost farmer’s income based on increase of migrant workers’ income. In consideration of the requirements in different areas, it was necessary to arise some institutions for the aged and socialized welfare advocates in impoverished areas for enrich the aged in their daily life and spare life. Furthermore, in order to promote sound and fast rural economic growth and go to ultimately achieve the goal, providing the aged a sense of worthiness, with a sense of learning, with a sense of security, a sense of happiness, a sense of education, a sense of care in the whole society, it was required to further lessen the living level between urban and rural, to develop a new agricultural economy, to improve rural environment.
