This translation report takes translation of The Elementary and Secondary Education Act of1965as an example to elaborate how to translate under the guidance of the Skopos Theory. According to Skopos Theory, translation techniques are determined by the purpose of translation activity. Skopos Theory believes that, in the process of translation, translators should combine specific contextual factors with expected functions of the translation, and then select the best way to deal with the source text.Skopos Theory was employed by the author consciously in the process of translation Experience of choosing translation technique was accumulated during this legal English translation. Four translation techniques directed by Skopos Theory. They were literal translation, amplification, reorganization and voice transformation. And the corresponding deep analysis of specific examples was also summarized afterwards.To a certain degree, the conclusion of this report is meaningful to related translation research; nevertheless, deficiencies still exist. Further study is encouraged.
