The emergence and flourish of contemporary popular culture is a big event in the history of human culture. As one of the important resources of soft power, under the influence of economic globalization, popular culture has already become an omnipresent political, economic and cultural forces. The positive effects of popular culture’s physical and mental characteristics has already become a good way for many countries to build a good national image as the same time as the economic development. Since the implementation of Korea’s’nation-building based on culture’strategy, the rapid development of Korean popular culture has becoming a new driving force for the development of Korea’s national economy, while building a good image of the country, and enhancing South Korea’s soft power. However, the current situation of Chinese popular culture is worrying. Mainly rely on official channels to develop diplomacy can not achieve good communication effects, with the rapidly development of economy, the construction of China’s soft power has not been achieve any substantial progress. As China and South Korea have similar Confucian cultural background, the analysis of conditions of the transformation of Korean popular culture into soft power is worthy well for China to learn, which can help us to change the way of communication, build Chinese Popular culture brand and good national image.However, there are also several conditions for the transformation of popular culture. Firstly, it is popular culture’s attraction which decide whether popular culture could be turned into soft power or not, and the mainly performance of its attraction are the diversity forms of popular culture and infectious culture; Secondly, the smooth development of popular culture is also inseparable from the support of government, company, and even the members of the public, which play a vital role in the process of popular culture’s transmission. Finally, the mass media has already become an important carrier for popular culture’s’going out’and the construction of good national image.With the method of comparative analysis and the combination of qualitative and quantitative analysis, the essay starts from the introduction of the theory of soft power and popular culture, which contained the definition and characteristic of popular culture. And then give a specific interpretation of favorable conditions and limiting conditions of popular culture. Finally, on the basis of empirical research of the conditions of how does Korea turn its popular culture into soft power, combined with the current situation of Chinese popular culture, we can get some useful implications from Korea.
