Construction Of Rural Public Cultural Service System In Hainan Province

In the new century, our country puts forward the construction of public cultural service system in urban and rural areas. However, the construction of public cultural service system in countryside is far behind that in the town at present in Hainan province. Hainan is born with advantageous geographical position and climate environment, so the economy develops rapidly, while the development of economy has not facilitated further cultural development. And in the process of the actual construction, Hainan province is facing many problems and difficulties. As a result, Hainan should catch this good opportunity to strengthen the construction of public cultural services.This article describes the connotation limits and theoretical basis of the service system of public culture for rural areas as comprehensively as possible after introducing the research background and literature review. And I adopt literature research, method of comparison research and field survey of the implementation to analyze current situation, need for this system and the influencing factor on farmers’ motivation of participation in the construction of rural public culture service system. And these are all based on the theory of public goods, public service supply theory, urban-rural integration theory and basic public services equalization theory. Then this article points out the problems such as the default on the major position of farmers, imbalance of supply and demand of rural culture, backwardness in public cultural infrastructure construction in rural areas and so on. Through the analysis on New Village Movement of South Korea and a few advanced and developed provinces and cities like Jiaxing, Dongguan, Chongqing, I derive much instruction. In the end, I point out the opportunity of promoting the construction of public cultural service system of Hainan province and put forward workable suggestions on these problems according to local conditions.
