The External Effect Of Cultural Heritage And Industry Agglomeratation

Cultural heritage includes all evidence of past human activity, as well as the associations that can be seen, understood and felt-Cultural heritage protection and development will produce externality, include economic externality, cultural externality and externality of the environment-With changes taking place in social and economic conditions recently in China, a growing number of precious cultural heritage are suffering from increasing serious threats of destruction, so our country faces a heavy task to protect and salvage its cultural relics-This paper made a literature review of the concept of cultural heritage and externality at first and compared cultural heritage protection mode between countries,then concluded the manifestations and causes of external effects of cultural heritage, and studied the relationship between congestion externality and pricing,finally analyzed the channels of which cultural heritage influence cultural industry cluster·We reach the following conclusions: First, the cultural heritage development can produce both positive and negative externalities, negative externality mainly due to cultural heritage resources characteristic and the protection mode presently;Secondly,cultural heritage is quasi public goods,so appropriate pricing strategy will be heipfull to have its economic benefits into full play·Results show that whether the price of (site) cultural heritage will promote or reduce the overall consumption is uncertain,so pricing strategy depends on the actual situation;Thirdly, the region culture has a positive influence in the formation of cultural industry cluster through the industry atmosphere and the promotion enterprise’s cooperation-Empirical study further proves this conclusion·Policy suggestions are as follows:firstly, we should strengthen the government regulations, orders, decisions and other institutional constraints to control cultural heritage development behavior directly; secondly, restricting the number of consurmers is an effective way to solve congestion externality and protect cultural heritage; finally, we should establish a effective system to manage the cultural heritage,encourage more people take part in supervision of cultural heritage management and share the benefit of cultural heritage development to all residents·...
