This is a translation report on “The Global Innovation Index 2014: The Human Factor in Innovation” released on the official website of World Intellectual Property Organization in 2014. The source text discusses major global development trends of skilled labor, explores how to cultivate skills conducive to innovation at school level and retain highly skilled researchers and innovators. The original report is classified as an informative text. Text typology of Peter Newmark is chosen as the guiding theory of this translation practice, which suggests the use of communicative translation in translating informative texts. Communicative translation attempts to produce on its readers an effect as close as possible to that obtained on the readers of the original text. The translation report consists of four chapters. Chapter One presents project background, project significance and need analysis. Chapter Two analyses the main content and linguistic features of the source text and introduces the supporting theory. Chapter Three states translation difficulties and translation methods. Chapter Four summarizes translation experience, lessons and problems to be solved.
