With the development of China’s ongoing reform and opening-up and the accelerating pace of global economic integration, international exchanges and cooperation have boomed in every corner of China, which brings both opportunities and challenges to international political publicity translations. The thesis, under the framework of the approach to translation as adaptation and selection (hereafter referred to as the Approach) proposed by Hu Gengshen, discusses the nature of translation in the cultural globalization trend:doing things with translations—to promote the development of the society and human civilization while spreading Chinese culture. The process of the realization of "doing things with translation" is actually the process of the adaptation and selection in which the translator plays the leading role. Meanwhile, the thesis mainly talks about how the translator adapts to the translational eco-environment in linguistic and non-linguistic dimensions and selects the target text in linguistic, cultural and communicative dimensions with the translation of the Report to the Eighteenth National Congress of the Communist Party of China as the case to be studied. It mainly adopts methods of literature research, concept analysis and comparison, case study as well as quantitative analysis. The thesis is a tentative endeavor to explore, in the trend of cultural globalization, the nature of international political publicity translation and to check out whether the Approach is a proper way to study international political publicity translations like the Report to the Eighteenth National Congress of the Communist Party of China. It concludes that in the trend of cultural globalization, the nature of international political publicity translations is "doing things with translations", the process of the realization of which is the process of the translator’s adaptation and selection ("adapt" to the translational eco-environment, "select" the target text) in the translational eco-environment. Thus, the nature of translations in the trend of cultural globalization provides the feasibility of the Approach as the guidance for studies about international political publicity translations. In the meantime, the translation of the Report to the Eighteenth National Congress of the Communist Party of China has also proved, in the practical aspect, the feasibility of the approach as the theoretical reference of translation practices, translation researches and translation evaluations. The thesis wraps up with an appeal for further studies on international political publicity translations not only from the perspective of the Approach but also from other perspectives to find the most effective way to study international political publicity translation practices and promote China’s international political communication and cooperation.
